Mgmt-lxc port down or stuck in building

telnet not working on any node from simulations

I can connect to mgmt-lxc management via server, but not 10.255.0.9 or 172.16.1.57

sudo salt-call -l debug state.sls openstack.nova fixed the problem before the virl-core update tonight, but it is not working on 0.10.22.3
