Can't form routing adjacencies

I've been working on a lab topology consisting of 12 IOSv routers and two L2 devices. Three devices in a "pod" with four pods total. OSPF is the IGP in each pod, with BGP between pods. That's all good so far, except I have one pod that I can't get OSPF up between. I've deleted the routers, re-added them, re-added the connections, and the same thing happens. In fact, EIGRP and even RIP won't work. Yet I have full connectivity between all of them.

Debugging OSPF yields nothing but hello packets to 224.0.0.5 with no response.

The weird thing is the other pods work fine. Just this one is broken, and it doesn't matter if I kill it and start over...

Oh, and on my physical lab gear the exact same configuration works fine. Unless I've just been staring at this too long, I'm at the end of my rope with this. It's looking like I'm going to have to re-cable and build the whole thing on physical gear at this point.

Any ideas?
