It is UNACCEPTABLE by any means to get billed for a product you have yet to receive.
I would encourage that you either dynamically or statically postpone the license period, then this would not be such a big deal!However it has been about a year since VIRL launched, so it is expected that the software delivery method would have been sorted out.
At the moment I am considering whether I should just cancel the subscription and have my bank cancel the payment, as I have no indication of when I will receive my download.
I know you are trying to make things right, but this just won't do...
