Can we trust the virtual environment?

I have a topology with around 14 devices but the piece I am concerned with is 4x IOSvL2 in a square which would require STP to block one of the links. I am running RTSP with loopguard default. There are a number of VLANs that are looped around this square (approx 5). Loopguard has disabled one of the VLANs on one of the links. On the switch that has reported the Loop inconsistency (should be a root port) I am not receiving BPDU's for VLAN 99. On the switch that should be designated on that link I am transmitting BPDU's for VLAN 99. When I setup a packet capture on the switch reporting Loop inconsistency I see the frames in Wireshark for VLAN 99 yet a debug span bdpu receive and show span vlan 99 int po1 detail shows the BPDU recieve is not incrementing.

So in wireshark it looks like I should be getting BPDU's which would clear the inconsistent state but on the CLI it looks like I am not. Is the enviroment broken?
